FREE Umbrellas

I've always felt that New York City, being an island, would be an especially good laboratory for freebies, as the Diggers demonstrated so well back in the 60s in Holland. For example, they interpreted metered parking spaces as rented real estate, and set up housekeeping in them for the duration of their coin supply.

For example, free umbrellas could be placed in bins on every street corner. People could use them and then replace them in another bin. As it is, no one owns an umbrella here: you find someone has taken yours in a restaurant, so you take another one. And so on. Pretty soon you have a large collection whose origins you can't account for.

This would be a good start, and greatly increase mayoral popularity (better than stadiums, I can tell you!).

Free electric vehicles could be placed around the city (not to travel on trains or cross bridges). They could be parked off in special spaces and returned to same when you arrive at your desination, where there are more waiting for you to use when you return.

The logistics? Leave that to the politicians! I just think I'm a genius to have done all this thinking for them!
